Bug#836613: debbugs: specifying 0 (“current message”) causes ‘summary’ to attempt to parse message header

On reflection, perhaps this is because ‘debbugs’ is sending a new
message to itself (in response to the “Control” field in the
pseudo-header), and *that* message is what it expects to have the
summary paragraph.

When in fact, the summary paragraph is in the message to the bug report
address, the one which contained the “Control” field.
