As far as I understand, you should use href="/$gWebHostBugDir/css/bugs.css" and
not href="$gWebHostBugDir/css/bugs.css" (i.e. a leading / is missing).
Also, search.cgi still refer to href="http://bugs.debian.org/css/bugs.css";
instead of the above.
