No, there's a problem with your understanding of what "notfound"

You're approaching the problem from the wrong angle.  You didn't miss
anything in the syntax, rather in the purpose.

"notfound" performs the exactly opposite action of "found" - it removes
a version from the set of "found" versions; for #586646, as you noted
yourself, that set only contains "revelation/0.4.11-6", so asking
debbugs to remove 0.4.11-9.2 from it is a no-op.

The documentation at http://www.debian.org/Bugs/server-control#notfound
makes this clear, imho, but I'm sure updates to improve the clarity
would be welcome.

If you want to mark the bug as fixed in a particular version, use the
predictably named "fixed" command.
