Text with typographically-correct quotes happens to be the trigger, but it would seem likely that other characters will also be inappropriately rejected (with an incorrect message about “unprintable characters”). I disagree with the ‘minor’ severity: this bug makes it impossible to set a correct bug report title if, for example, the title *discusses* text in non-ASCII as the summary of the bug.
