debian-bug's debian-bug-prefill-report fails to generate a pseudo
header if the severity is serious (or grave or critical).  The reason
is that reportbug is called without a -J option and with stdin
redirected from /dev/null, so its attempt to prompt for justification
fails.

The effect is that the user is led to submit an invalid bug report
without a pseudo header.

It can be argued that it is a bug in reportbug that it silently
produces an empty template in this case rather than a template for a
normal severity bug.  (Or it should complain and return an error.)
However, that would still leave debian-bug unable to report a bug of
severity serious or higher.  

In any case, for severities serious or higher, debian-bug should
prompt for a justification and pass it to reportbug with -J.

I don't know what happens if the debian-bug-helper-program is bug
rather than reportbug.

There's no need for a Justification field; submitters who want it can
file it. If you need something that even approximates this, use the
summary control command.
