At the moment, when reassigning a bug N from package A to package B,
typically with a message that contains some rationale sent to N@bugs.d.o
and control@bugs.d.o, all the maintainer of package B is the "Processed"
mail from control@, because by the time N@bugs.d.o received the rationale,
it was still assigned to package A.
It is recommended on the Developer's Reference to CC B@packages.d.o
whenever reassigning a bug, but I see many times that this is not being
followed. (Plus it doesn't work for pseudo-pacakges.)
Because of this, I think it would be nice if debbugs were to send a copy
to N@bugs.d.o of any reassign message /after/ it has done the reassign,
so that the maintainers of B always get a copy of the reassign message,
independently if the maintainer of A CCed them or not.
If this is done, the advice to always CC in DevRef could be dropped.
