When mass-filing bug reports it is common for a tracker bug to be used, which
is then blocked by all of the individual bugs. When doing this process it would be speeded up if for instance a pseudo-header could be added to messages at
submit@ that is something like
Blocks: 123456
At the moment the submitter must wait for the confirmation from all of the
reports and manually send the block command for each.
