debbugs packaging

Thanks for the very quick reply about where to find the source.
I tried building packages based on what was in the mainline this
morning. It appeared to be OK except that the packages built could not
be installed as the files under /var/lib/debbugs/www/ were included in
both the debbugs and debbugs-web packages. Assuming that I interpreted
what I found in the bzr logs correctly, the attached patch should
address that issue.
debbugsconfig only seems to work correctly if both the debbugs and
debbugs-web packages are installed. Does this need to be changed yet to
finish the "split"? Or am I doing something wrong?
