Yes, because usertags exist outside of bugs, not within a bug itself.

I can see arguments for and against cloning user tags; the main issue
programatically is that at the time bgus are cloned, the only way to
figure out what tags affect a cloned bug is to search through all of
the usertags, and duplicate those usertags which apply to the cloned
bug. That's possible to do, but not trivial.
