Bug#367813: debbugs: Odd display when "forwarded" is set to an email address

#319830 and #173996 have had forwarded set to
"Upstream name <upstream@email>".  This is being displayed oddly on both
the bug index page and the bug page itself.  In the former, you see
"Forwarded to Upstreaam, name, <upstream@email>".  In the latter
"<upstream@email>" is using literal '<' and '>' in the HTML (as opposted
to '&lt;' and '&gt;') which causes the page to only display "Upstream
name" instead of the full string.
