Bug#434953: “not marked as fixed” instead of “marked as not fixed”

This parses as "bug marked as not (fixed in version 6.6.1-2)."

while this parses as "Bug not (marked as fixed in 6.6.1-2).".  Unlike
the previous case it isn't clear if the negation binds to the state of
the bug or to the action - it could be parsed as saying that no action
has been taken.
