Per-package tags would be useful for some things.  The one that
triggered this idea is:

outdated	New version is available

This is because currently bugs are filed against outdated packages,
and there is no real possibility of extracting the list of such
packages for QA purposes.

We often get criticism that our release timeframe causes package
versions to be old when a stable Debian is released, but even at
freeze time there are plenty of outdated packages, and we should work
on that.
