Even though the configuration file formats are incompatible, when we
no longer distribute or support security updates for exim3 the only
choice is to upgrade to exim4; in such a case a transition package
seems appropriate, even though the transition is not seamless.
[Regardless, yes, I will be updating or changing the dependencies on
mail-transport-agent the next time I upload debbugs.]
