Bug#256816: marked as done (bugs.debian.org: "Last modified:" on bug pages is wrong)

and subject line bugreport.cgi has been doing this for a while
has caused the attached Bug report to be marked as done.

This means that you claim that the problem has been dealt with.
If this is not the case it is now your responsibility to reopen the
Bug report if necessary, and/or fix the problem forthwith.

(NB: If you are a system administrator and have no idea what I am
talking about this indicates a serious mail system misconfiguration
somewhere.  Please contact me immediately.)

The "Last modified: "line at the end of a bug page always show the
current time and not the time the last change to that bug was made. 

It would be a very convenient way of keeping track of interesting bugs
which are not owned by yourselve, to have a script which report changes
to a website something like:
wget -q -O  - http://bugs.debian.org/xxxxxx | md5sum

Unfortunately the current "Last modified:" line makes this impossible. As
there is no use (to my knowledge) of showing the current time in a bug
page I would suggest to remove it completely or set it to the time that
bug was last changed.

bugreport.cgi has had Last-Modified: support for quite some time;
pkgreport.cgi has not, however its contents are constantly in motion,
and calculating it is expensive enough to make it totally useless.
