Tagging a bug 'fixed' causes it to show up as 'fixed in NMU' in
pkgreport.cgi, even if it was not fixed by an NMU.
For example, I am the maintainer of glademm, and I tagged bug #86985
'fixed'.

shows it as 'fixed in NMU'
