I received this answer by control@bugs:

> merge 165450 165616
Bug#165450: FTBFS: within main hdup build-dep cannot be satisfied
Bug#165616: ftp.debian.org: Please move hdup from main to non-US
Mismatch - only Bugs in same state can be merged:
Values for `package' don't match:
 #165450 has `hdup ';
 #165616 has `hdup'

The underlying bug which resulted in this merge failure has been
fixed, so I'm closing this bug.

[It's proper for merge to fail when the packages don't match exactly,
however they should have matched in the original case. ;-)]
