Bug#367238: debbugs: affects for showing a bug causes problems in another package

Many times a bug in one package causes symptoms to appear in another
package.  Reassigning the bug to the actual buggy package causes it to
disappear from the list of open bugs for the affected package, so
frequently duplicates get submitted (and reassigned, and merged,
lather, rinse, repeat).  Leaving a bug open in the affected package
means that it is not closed automaticly when the bug is fixed.

My proposal is to have "affects <list of packages>" associated with
the bug, and when displaying lists of bugs on a package show "this
package is affected by the following bugs in other packages".
