Bug#364803: [service.in] reassign doesn't work with multiple packages+versions.

What about just PACKAGE ( VERSION)*(, PACKAGE( VERSION)*)* in keeping
with the way you assign them to submit?
Ie, it'd be:
foo 1 2, bar 3.2
to assign to foo version 1 and version 2 and bar version 3.2.
