Bug#357999: strips ^Ms out of mails and replaced with with a douple new line

I submitted some patches recently against programs which (yuck) use
DOS line endings.  I noticed that the BTS garbled my patches.  Instead
of ending with ^M, they'd now have a blank space between each line.
Don suggested to send them as MIME attachments rather than inline, but
as you can see in #357996 this doesn't work either.
