When I forward a bug upstream, sometimes the upstream address contains
iso-8859-1 characters. For an example, you may see my bug web page, where
bugs about `m4' are forwarded to René Seindal, and bugs about `recode' are
forwarded to François Pinard. Unfortunately, the web page read like

       =?iso-8859-1?Q?Ren=E9_Seindal?= <rene@seindal.dk>.

Forwarded to
       =?iso-8859-1?Q?Fran=E7ois_Pinard?= <pinard@iro.umontreal.ca>.

I think this should ideally be fixed so that the web page is "readable".
