Bug#322931: allow for commands to be specified on new bug in submission email

If I want to clone a bug, I often find myself waiting for the bug to
get an ID so that I can then send off commands for the cloning.

It would be great if I could somehow specify control commands in the
submission email itself, which are then automatically executed on
the new bug. X could refer to the new bug ID:

  clone X -1
  reassign -1 otherpackage
  thanks

This would be a nice feature to have also for marking bugs as
forwarded. Possibly there are other uses too.
