Bug#34071: The BTS and bug subscriptions

And maybe, so could the even older #34071 and #138772? Since they are
really identical to #38116, but against the package debbugs instead of
the virtual package bugs.debian.org.

Or is this implemented in some other way? (I do realize no new debbugs
package has been released lately)

Which states:

"Normally, the only people that are allowed to close a bug report are
the submitter of the bug and the maintainer(s) of the package against
which the bug is filed."

I'm neither, so I did not dare closing #38116 myself.
