Bug#219153: Secondary ack has missing reply-to: for mail loop reasons

The secondary ack has a missing reply-to: apparently because of mail
loops.

# Reply-To: in previous ack disabled by doogie due to mail loops.
# Are these still a concern?
# Reply-To: $ref\@$gEmailDomain

Is the above still a relevant problem?

If so, this bug should probably be tagged wontfix.
