Bug#222077: [debbugs packaging] Need to create the hash dirs db_h/00..99

Dear owner@bugs,

I try to set up a BTS for my project.

I got the following error:
*** db-h/11/11.log.new: create: No such file or directory
B.106976072314479: process failed (512 No such file or directory) - now in
+[PG]B.106976072314479

After investigation, it look like the directories
db-h/00 to db-h/99 need to exist, but are not shipped in the
package or created at install time.

Creating them manually fix the problem. Of course this problem
show up only on newly installed systems.

Detail on my install:
I use the sid package in a sid chroot. I use nullmailer to
forward to the exim daemon running on woody.
exim use smartuser to filter out email for the BTS.
(I may obtain a domain name to set up a virtual host.)

If you believe I would be better off using the CVS version and/or
backporting to woody, please tell me!
