This is a bug in debbugs; you need to:

  for x in $(seq -w 0 99); do mkdir "/var/lib/debbugs/spool/db-h/$x"; done

Somebody reported this a little while ago too, so it's fixed in my
working tree, but I haven't got round to testing it and checking it in
yet.
