Cannot migrate bug database to hashed format, because:
/var/lib/debbugs/spool/db is missing.
Rectify the situation and run the following command by hand:
/usr/sbin/debbugs-dbhash "/var/lib/debbugs/spool/db" "/var/lib/debbugs/spool/db-h"
An upgrade didn't work either, but that's probably because there are
no bugs in my BTS -- just experimenting with it.
