Bug#164421: debbugs: support intersecting sets of bugs (e.g. package and submitter)



In bug #187064 I talk about changing the robots.txt file so that someone
could use google to do searches, or to actually implement a text search.

One could then search for
"Reported by: Steve Kemp <skx@debian.org>;" " is An Thi-Nguyen Le <anle@debian.org>; Source for " site:bugs.debian.org
to find all bugs reported by Steve Kemp AND with the maintainer An
Thi-Nguyen Le. Alternatively OR could be used. Although this could turn up
false hits, I think that they would be unlikely.

What would be even nicer is if the BTS was stored in a DB that could be
queried using SQL.
