My submission of an unrelated bug, with an attached patch, was rejected
because my mail software added information about the attachment *before* the
PackageL line, which was the first line in my email. (See transcript below.)

It would be cool if the BTS submission scanner would ignore any lines
starting with any of:
THIS MESSAGE IS IN MIME
--MS
Content-type:
Content-transfer-encoding:

Apparently Microsoft in their infinite wisdom has to insert the header
information for attachments into the body where they don't belong.
