Bug#164421: debbugs: support intersecting sets of bugs (e.g. package and submitter)

I'd like the ability to do something like:

pkgreport.cgi?submitter=jaq@debian.org&pkg=wnpp

but currently the observed behaviour is to ignore the pkg argument and show
all bugs for that submitter.  See Bug#164416 for an example why one might
want to do this.

I had a look at pkgreport.cgi with the intent to come up with a patch, but
it looks like such functionality will require a large modification to the if
block on lines 107-163, and I'm not game enough to do that without being
more familiar with the BTS.
