So are we talking about that maintainer's name appearing in the message
headers, or the message body? The MIME recommendations for dealing with
these are entirely different. (That's why I asked "exactly".)

As far as headers go, RFC 2047 specifies a means for encoding non-ASCII
data there. However, 8-bit data in the Maintainer: field currently has
no defined encoding as far as I know, so debbugs can't do this encoding
correctly. UTF-8 will probably be used in the long run, so putting
Latin-1 characters there as you did above will be wrong.
