Mh, I have fixed it. I set up an own user debbugs (113) and group
debbugs (113), and gave debbugs the debbugs-cronjobs. Then I owned
/etc/debbugs/*, /var/lib/debbugs/* and /usr/lib/debbugs to
debbugs.debbugs, and now it reports no error any longer.
