[p-a-s/etch] allow building in Etch of openoffice.org on alpha and hppa

openoffice.org is built on alpha and hppa in Etch but Packages-arch-specific
excludes it for further updates through security and proposed-updates.
This results in missing binaries and hand-builds to not let the package
go out of sync in stable.  Thus the record should be removed just for
Etch.
