Adding a few custom packages is easy (check the docs. I don't remember
exactly).

Adding a few extra packages of your own *and* getting all of their
dependencies picked up into the CD is the tricky part. Otherwise you
need to manually add a lengthy list of dependencies.

Search for my whines in this list over the years :-(

I eventually moved on, as the solutions I have found didn't work well
enough and there were also other, unrelated issues.

The debian-cd does support an "other" mirror. You can use it to provide
your own custom local apt source (I eventually used reprepro for that.
But I also originally made the mistake of using my own custom udeb. That
made my life considerbly more complicated. With newer D-I-s, this is
less and less needed)
