It's a matter of scope.  While CDD developers are in agreement that many
improvements for our own CDDs are good things for Debian on the whole,
a CDD narrows its focus on a particular subset of users, and therefore
also a particular subset of packages chosen to address particular problems
they have.

Perhaps you misunderstand what a CDD is for?  In making a CDD we aim to
meet all of our users' needs *within Debian itself*.  So I think this
addresses your concern.
