This is considered to be the better option, or otherwise somebody might
upload your package to ftp.debian.org, if you keep a signed .changes
files floating around. This is not possible with the distribution set to
UNRELEASED.

Well, perhaps a general policy on this should be established and those
packages be fixed. It would make for a nice feature anyway.
