Clearly to be policy-compliant we should have /usr/lib/menu files.  Also, to
be xdg-compliant, we can optionally provide .desktop files.  If we are
missing .desktop files, we can rely on menu-xdg to populate GNOME's menus
from the /usr/lib/menu files.  So I don't think the .desktop files are a
necessary thing.
