The lpadmin command can take one of three forms: -d, -p, and -x.  All
of them can take -E before the -d, -p, or -x to force encryption.  (-E
seems to be common to all CUPS commands.)  The man page does
specifically say that -E must occur before the -d, -p, or -x.

The "-p" form is defined in the man page as:
  lpadmin [ -E ] [ -h server ] -p printer option(s)
The other use of -E (enabling a printer) is mentioned under the
"configuration options" section.

Thus from the placing of "options" in the syntax given in the man page,
it should be clear that if you want to enable the printer, you must put
the -E after -p.

It is not as bad as the message subject makes it sound.

It is definitely not as bad as jackd's -d option.
("jackd -d alsa -d soundcard")
