Indeed it isn't. "S.1618" isn't the name of a law, it's the name
of a *bill* introduced into the U.S. Senate (hence the "S.") in 1998.
The Senate approved the bill, but the House didn't, and so it never
became law. (Google for "S.1618" for more information.)
