Neither. :-) As Netcraft shows, cdc.gov is hosted by Akamai. And if
you ask that server for a non existing file, e.g.
http://www.cdc.gov/foobar, it returns the Header 'Server:
AkamaiGHost'. So this looks a lot like a reverse proxy running under
Linux (and Netcraft of course can only probe the IP of the reverse
proxy) and one or more backends running IIS (probably under some well
known OS)...
