The vote has concluded.  The Technical Committee recommends that the
Project Leader appoint Matthew Garrett <mjg59> to the Technical
Committee.

Jonathan, please feel free to appoint -- there is already a vacant seat
and we don't expect to do another membership vote before the end of the
year.
