There is quite a lot in here and I disagree with most of it except for
the paragraph above.

However, I don't even know what this means:

Because `which` (which I do not in any way view as part of
debianutils's core functionality) is now provided through
alternatives, an infinite number of essential packages could
provide their own `which` implementations and I don't know how
I would veto that even if I wanted to.

Similarly, if you want to move `tempfile` to another package, we can
transition that the same way `mktemp` was moved to coreutils.  You
could package the "original" `tempfile` or you could write a clever
little wrapper around `mktemp`.  I have opinions on this, but I will
keep them to myself because I won't be the one maintaining it.
