Bug#932795: Ethics of FTBFS bug reporting

There are two issues here:

1. "Is a 1-cpu system `reasonable' or `supported'" (or whatever)

2. We don't have anywhere to write down the answer to these kind of
questions.  (That there was nowhere to write down the answer, in
particular, nowhere in policy, is I think a large underlying cause of
why Santiago is frustrated.  Because it means that the answer isn't
written down despite it being quite relevant.)

I think most people here would be happy to have (1) decided (one way
or the other) by the release team.  Solving (2) seems like a job for
the -policy list, since it's mostly wordsmithing.

The detailed questions you ask downthread seem like good questions to
be asking to help aswer (1) but maybe now would be a good time to
bring in -release ?
