Gunnar and myself have started working on a draft, the latest version of which 
is available at

It's really work-in-progress, and hasn't had much scrutiny yet (hence why I'm 
not pasting it here).  I've started working on the various long-term 
desireable situations, but have realized I need to draw a table to wrap my 
head around this.

I hope to get it done during Monday (FOSDEM is not the ideal space+time to get 
the needed calm to think about these complex issues).
