Sure. My reasoning is: as there's a non-zero probability for the TC to end up 
using it's "§6.1.4 Overrule a Developer" power, I want to make sure that:
* said developers are aware of the situation as presented to the TC;
* they are given explicit advance notice that the TC might end up using this
  power to overrule a decision of theirs;
* given the surrounding discussions (that they might not necessarily follow),
  I feel it's important to give them as much context as possible.

Both our understanding of the situation and the state of the discussion have 
changed since the decision at hand was taken (5+ months ago); I want to make 
sure that the TC would only overrule a _recent_ and _active_ decision of the 
debootstrap maintainers.  

In other words, if the debootstrap maintainers now agree with Ian about 
toggling the "merged-/usr" default back to false, there's really no point for 
the TC to overrule unnecessarily, or even continue discussing this.  And if 
they don't agree, their _current_ reasoning will provide value to the 
discussion, and ideally provide for a better TC decision.
