That would be great.  (I suspect that it is rather controversial,
though, even though I think it is obviously correct...)

If there is consensus in the TC that this is the best approach,
putting something about it in the TC resolution as a recommendation
would have about as much weight as putting it in policy, and avoid
jurisdictional questions.
