Sorry, I don't follow.

Surely policy can disallow things in packages even though those things
have support in dpkg.  For example, dpkg lets packages connect to the
Internet to download and embed dependencies, but we forbid that.

Whether or not the feature is removed from dpkg seems orthogonal to the
T.C. bug I filed.
