If you go back one meeting further, my interpretation is that the consensus of
the committee seems to be that ultimately this decision belongs to the
installer team.
That is, in this case, a number of members on the TC seem to believe
that the installer team gets to decide whether/how the installer makes
it easy to install blends.
If they don't want to do that for stretch, that's a decision within
their pervue that we clearly don't have the votes to override.
(It's not clear we have any support on the TC for overriding for stretch
at all).

I understand that's not the answer you want to hear.
Also, it's only my interpretation: that's not a vote of the TC.
I also agree that it's unfortunate that we were slow enough we failed to
give that answer then.  I'm part of being slow in that regard: while I
supported the ballot that was put forward, I did not indicate my support
in a manner where the proponent saw it, and partially as a result, no
vote was called.

I suspect that if things can't be resolved fairly early in the buster
cycle, the TC would be much more willing to get more hands-on here.  I
know I would.
