Phil, thanks for that excellent contribution.  Thanks also to Joseph
for the hard work but also I agree that fewer mails would be good :-).

Much of what you say would make an excellent basis for a TC resolution
(which might only be an interim one - if some of those fuzzy details
could be nailed down, a firmer or even different opinion might be
worthwhile).
