Also the decision of which bug reports are RC grade is usually done by
the release team, and nothing in the decision looks to me that we
overruled them.

This is definied in the relevant RC policy, see e.g.
https://release.debian.org/stretch/rc_policy.txt . ("must" in the
policy isn't necessarily the same.)
