I don't think you need to test it, if you don't want to.  For
something like a menu file it is perfectly fine to simply take the
patch, as-is, when it's provided.

Really, that should be no more than a simple review, and applying the
patch to your package's vcs.  It shouldn't take you more than a couple
of minutes at most - probably less.

I think you are perfectly entitled to let the people who care about
the Debian menu take care of that testing.

Different people have different views about which menu is useful.

Clearly one should have the _ability_ to consume the menu.  Whether to
do so by default is a decision for the maintainer of the environment
in question.
